Background & Policy Context
For many Nigerians, buying an off-plan home has historically been a gamble. Prospective homeowners have paid substantial deposits for properties that were never completed, delivered years behind schedule, or failed to meet promised standards — with little legal recourse.
The Federal Government is changing this through the National Housing and Built Environment Regulation Policy, which introduces mandatory escrow protection for all off-plan housing transactions in Nigeria.
NOHTF is the digital implementation of this policy — a government-monitored platform that brings Nigeria in line with mature off-plan markets globally: Dubai's Law No. 8 of 2007, India's RERA 2016, and Malaysia's prescribed payment schedules.
